This project will be carried out the study of Green Book, Leader Qadhafi's unique philosophy of The Third Universal Theory through the establishing Korea Green Book Studies Society (KGBSS) under the joint auspices of The World Center for the Studies and Researches of the Green Book, The Revolutionary Committee's Movement in Great Jamahiriya and Research Institute of the East-West Economy & Society (RIES) in Korea. This project will carry out draw the establishment of Korea Green Book Studies Society aims to widen the understanding Leader Qadhafi's thought and philosophy to Koreans by the methods of systematic approach, five stages - 1) exposition, 2) discussion, 3) analysis, 4) commentary and 5) synthetic value judgment. Participants of this activity consist of various class including scholars, teachers, student, artists, officials and all group units of Korean society. Korea Green Book Studies Society will examine the Third Universal Theory as a solution to the political, economic and social challenges facing human being society. It also will encourage the study of Green Book Thought and widen the understanding of its principles and practice it in Korean society.

Ⅰ. Background

The relation between Korea and Libya has begun to establish a trade office of KOTRA in Tripoli in 1975. The Korean Consulate General in Tripoli opened in 1978. Korea and Libya agreed on the ambassadorial diplomatic relation in 1980 and Libyan opened the people's bureau to Seoul in 1981. The friendly relationship between two countries has been developed since the establishment of diplomatic relations between both countries.

However Korean's recognition on Libya is more or less negative aspect rather than positive impression. Still Koreans think Libya is only oil rich producing country and the Leader, Qadhafi is long-run ruler despite of the great economic success between two countries. This fact has been originated from the western media's influence. We have to look at those Koreans in a new light. It is necessary to lead the public to a better understanding of this matter.

From the earliest days of his rule following his 1969 September 1, Revolution, Leader Muammar Al-Qadhafi has espoused his own independent political and economic policies. In 1973 Leader Qadhafi announced Culture Revolution which leading to the establishment of Jamahiriya (state of mass) based on his Third Universal Theory in March 2, 1977. A unique philosophy of Leader Qadhafi attempts to develop a practical alternative to communism and capitalism.

The relation between Korea and Libya has been focused on economic relation excessively. To promote the friendly relation between two countries basically, the right understanding of Libya must be a precondition and advanced a human relation based on it through the intermediate of socio-cultural approach.

For that reason, we have to know the practical meaning of Green Book Thought that is its precondition to understanding of real Libya. To fulfill the needs of the times, Research Institute of the East-West Economy & Society (RIES) in Korea according to the regulation of RIES's article 3, establishes Korea Green Book Studies Society under the auspices of The World Center for the Studies and Researches of the Green Book and The Revolutionary Committee's Movement in Great Jamahiriya.

Ⅱ. Purpose

Leader Qadhafi's agenda was based on his philosophy of government, expounded in 1973 as the Third Universal Theory and later published in three volumes in his Green Book. He defines his purpose as “the comprehensive solution of the problems of human society so that the individual may be materially and spiritually liberated ... a final liberation to attain his happiness.” The Green Book remains the clearest expression of Leader Qadhafi's credo to this day.

The Green Book sets out the basis for the transfer of all power, wealth and arms directly into the hands of the people themselves through a system of People's Congress and People's Committees. It is this system of direct democracy which has enabled the Libyan Arab people to make spectacular economic and social advances, and to govern themselves by themselves.

The Libyan Arab people have something no other people have: the opportunity to participate directly in the decision-making process to rule themselves by themselves. This is the greatest achievement of the Great Al Fateh Revolution which began the green march on September 1, 1969 - People's power.

Green Book Thought had been translated into Korean language long time ago. However the popularization seemed to be slight in Korean society. Few scholars and the public who concerned with Libyan relation only know the importance of Green Book Thought. The fact that we cannot find any results of Korean language ‘Green Book' in Korean internet search means the need of making popular on it. To aim at the bridging role of all the people together, Korea Green Book Studies Society (KGBSS) will play the role to help the understanding and spreading of Green Book Thought in Korean Society. Accordingly KGBSS will try to examine and develop the Third Universal Theory with the experience of Korean society.

Ⅲ. Contents of Green Book

Volume 1. The Solution of the Problem of Democracy

Leader Qadhafi presents the final solution of the problems of governing and government. Democracy is the goal, but he rejects both capitalism and communism as well as any other system to obtain it. He calls for the establishment of Jamahiri society, the authority of the people (direct democracy) by means of the basic peoples congress and people's committees.

Volume 2. The Solution of the Economic Problem

Leader Qadhafi believes that the genuine, real democracy can only be realized when the physical and moral needs of the entire society are satisfied. So he refuses all forms and means of exploitation and monopoly and calls for the actualization of the new Jamahiri economic system that based on sanctifying private property of individuals within the limits of satisfying their needs without exploiting or enslaving other people.

Volume 3. The Social Basis of the Third Universal Theory

It covers Leader Qadhafi's philosophy on general subjects such as history, religion, and society, as well as more specific topics such as women, minorities, education, and sports. He denounces all forms of discrimination and racism whether based on religion, color, ethnicity, culture or belief. He believes the right of everyone to enjoy freedom and the right of self-determination.

Ⅳ. Method

This project will perform with the five stages of systematic approach - 1) exposition, 2) discussion, 3) analysis, 4) commentary and 5) synthetic value judgment. It also takes following steps for successful study;

1. Collection and analysis on original (Arabic and English) literature/documents.

2. Lecture, open forum and seminar

3. On a field survey in Libya

4. Survey of Korean public opinion

5. Opening the internet site of Korean Green Book

6. Publishing books on Libya, Leader Qadhafi, Green Book Thought and etc.

Considering Korean situation, there is a great need of publishing books about Libya. The most important thing for Koreans is to arouse Koreans' concern about knowing Libya and Leader Qadhafi. To fulfill the need, it is necessary to draw up an appropriate programme.

Hence members of Korea Green Book Studies Society (KGBSS) will hold meeting to study The Green Book Thought and its related materials every month. First step mainly relies on the lecture of introducing the general Libyan information including geography, history, people, culture and economy. Second step consists of reading the Green Book Thought and its related materials already had been printed in Korean. Third step consists of comparative study on Arabic, English and Korea. Lastly synthetic judgment will be deriving from the previous steps.

Cultural exchange will be used effectively in the whole study. Coming and going of group of cultural events including painters, musicians, cinemas and other cultural group. That will help to relate people and introduce the real Libya. Opening the internet site of Green Book Thought will enhance the study of Green Book and understanding and spreading it effectively.

Ⅴ. Period

This project shall be continued to examine and develop the Third Universal Theory and Green Book Thought with the experience of Korean model over a period of two (2006-2007) years.

- Preparatory meeting in February

- Dispatch the research team to Libya in March,

- Lecture on the history and Culture of Libya on every monthly meeting till June,

- Organizing Korea Green Book Studies Society officially,

- Publishing a book on leader, Qadhafi till September,

- Opening the internet site of Korean Green Book Thought,

- Monthly Reading and discussion on the Green Book Thought

- Exchanging the group of cultural event in a year,

- Holding seminar in Korea and participating abroad in a year,

- Holding the KGBSS monthly meeting,

- Issuing leaflets, bi weekly newspaper to propagate the Green Book Thought,

- Performing Libyan field work,

- Setting up the friendly relation with concerned organization.

- Analyzing and seminar on the Green Book Thought.

- Survey of Korean public opinion and reaction,

- Publishing a modified book on Green Book Thought in Korean Language.

- Exchanging the group of cultural event in a year,

- Holding international seminar on Green Book Thought in Korea,

- Organizing Korean Jamahiri Movement

Ⅵ. Research Organization

Research Institute of the East-West Economy & Society (RIES) in Korea establishes Korea Green Book Studies Society to fulfill the needs of the times under the auspices of The World Center for the Studies and Researches of the Green Book and Research Center according to the regulation of RIES's article 3. RIES has research body that is Korea Institute of the Mideast Economies (KIME). RIES will help the activity of KGBSS along with its special research body.

Therefore Participants of this project consist of various class including scholars, teachers, student, artists, officials and all group units of Korean society.

Ⅶ. Expected Effect

KGBSS's effect will come out in two points as a result of understanding and spreading of Green Book Thought in Korean Society. One is a development of Third Universal Theory in order to build up a Korean Jamahiri society as it presented by the Green Book thought and the other is a promotion of relation between Korea and Libya through a correct perception about Green Book Thought.

■ Publishing a Korean Book on Libya - The Great Leader in the 21st Century - 

1. Necessity

Libya is well known for Koreans as not only Great Man Made River (GMR) which is called “The Eighth Wonder of the World.”but oil rich producing country. The relation between Korea and Libya has begun to establish a trade office of KOTRA in Tripoli in 1975. Korea and Libya agreed on the ambassadorial diplomatic relation in 1980. Libya opened the People's Bureau Embassy in Seoul in 1981. The friendly relationship between Korea and Libya has been developed since then.

The bilateral trade and economic relationship between Korea and Libya are in growth and progress, where the Korean exports to Libya have recorded from US$365 million in 2005 to US$434 million in 2006.

However, the relation between Korea and Libya has been focused on economic relation excessively. To promote the friendly relation between two countries basically, the right understanding of Libya must be a precondition and advanced a human relation based on it through the intermediate of socio-cultural approach.

None the less the long friendly relation between Korea and Libya, the most concern between two countries is concentrated on economic issues. Still Korean's recognition on Libya is more or less negative aspect rather than positive impression. This fact has been originated from the western media's influence. It is necessary to lead the public to a better understanding of this matter. At any rate Koreans just knows that Libya is an oil rich country in Africa and Korean Company participated in GMR construction. But general people recognize that Libya is an inaccessible country besides big companies on account of lack of knowledge.    

In fact, the relation between Korea and Libya also has been focused on economic relation excessively. To promote economic, social and cultural relation between two countries basically, the right understanding of Libya must be a precondition and advanced a human relation based on it through the intermediate of socio-cultural approach. Therefore it is necessary for Koreans that Libya is a free country for every people. The best way to introduce Libya to Korean is giving information about real Libya through printed matters.

2. Purpose

Korea has many articles and books about Libya. Though Korean editions are available, these are mainly confined with scholars, companies and government. The texts are also different from authors and interesting fields. Sometimes the text about Libya is far from a real fact by reason of ungrounded writers.

To introduce a real fact about Libya is needed of a responsible organization and writer that know Libya well. Research Institute of the East-West Economy & Society (RIES; http://www.hopia.net/ries) has a long history Middle East institute in Korea and may do it well. RIES is a pure private research institute. It performs general and multi-aspectual studies for the specific subject that consists of one research team controlled by the director eligible for the objective project. RIES prides itself on being able to perform every project effectively through connecting organically 'home library system' possessed by each member, utilizing the computer network. RIES places its emphasis on the slogan of "Small, but Rich" in accordance with RIES precept, “Seek after Truth, based on the Facts.”Moreover RIES possessed world-wide area specialists who attained the diploma M.A. or Ph.D. is able to carry out easily the comprehensive research for the specific area analysis.

On account of this fact this book aims to introduce a real fact about Libya and the Leader, Qaddafi by seeking after truth, based on facts.

4. Effect

Publishing a book on Libya will have an effect on various fields that are concerned with Korea and Libya. For example, Korea-Yemen Center published a book on Arabia Felix: Yemeni Unification and President Ali Abdullah Saleh in 2006. In case of this book, Korean and Yemeni mass media introduced the publishing book. Ordinary person, businessmen, students, scholars became to be interested in this strange country in Korea by the publishing book.

In case of Libya, the effect will be greater because as many Koreans have known of Leader Qaddafi’s leading role in the World arena and his leadership influence in the world affairs.
