International scientific conference of Turkmenistan «Science, technology and innovative technologies in the prosperous epoch of the powerful state» Korean
In the 21st century, Turkmenistan is a country that pursues a welfare state by combining spiritual and material values at the crossroad of the new silk road. Turkmenistan, which emerging as the leader of the economic development in Central Asia, were held the International Conference in the title of «Science, technology and innovative technologies in the prosperous epoch of the powerful state» at Ashgabat, the capital of Turkmenistan on June 12∼13, 2017. I was honorably invited to this important conference and presented the theme of Economic Development and Human Resources Development in Economic Development at the opening ceremony. 58 prominent foreign experts and scholars were hosted by the decision of Gurbanguly Berdymuhamedov, the president of Turkmenistan and Academy of Sciences of Turkmenistan held the conference at Technology Center in Ashgabat. Turkmenistan is a highly respected country for honoring tradition and etiquette. Before the ceremony, good-looking women dressed in splendid costumes always welcome guests and perform traditional music. I have never seen a country wearing traditional clothes like Turkmenistan. For the inconvenience of ‘hanbok(Korean traditional dress)', Koreans do not like to wear traditional dress even the holidays. The reality of Korea is sadly regrettable. Turkmenistan‘s tradition is well reflected in its national flag and emblem. The state flag of Turkmenistan is a straight dark green with a vertical red stripe on the left, at the flag staff, comprising five basic carpet patterns in the vertical order.Especially Akhaltekin horse in the coat of arms represents the ‘pride of Turkmens’. Akhalteke(horse) as ‘spiritual value’ is a source of pride for the Turkmen people. Turkmenistan‘s tradition is well reflected in its national flag and emblem. Surely I dare to say that the future of Turkmenistan, possessing many young people who respect tradition and study modern technology is bright.
The national flag, emblem and horse of Turkmenistan
● The national flag and emblem of Turkmenistan show all symbols on the state of Turkmenistan and Turkmen people well. The state flag of Turkmenistan is a straight dark green with a vertical red stripe on the left, at the flagstaff, comprising five basic carpet patterns in the vertical order. The green background has a crescent and five five pointed white stars in the upper left corner. Each star represents a Turkmen velayat (region) - Ahal, Balkan, Dasoguz, Lebap and Mary. The capital Ashgabat is in the Ahal velayat. The number of stars represent the five velayats - Ahal, Balkan, Dashhowuz, Lebap, and Mary. The crescent signifies the hopes of Turkmens for a bright future. The green color has been traditionally revered by Turkmens, as has red, while carpet patterns are a symbol of Turkmen traditional political, social, cultural and religious views. An Akhaltekin horse is the pride of Turkmens, while a wheat ear alludes to the custom of greeting guests with bread and salt. ※ The national flag of Turkmenistan was adopted on January 25, 2001. Under the Gulus are placed branches of crossed olive trees, which signify the peace of the United Nations. At the same time, the stars, along with the crescent and the green color are traditional symbols of Islam.
● Akhaltekin horse as 'spiritual value' is a source of pride for the Turkmen people It is difficult to imagine a Turkman without a horse. A horse has always been of spiritual value to Turkmen people. Turkmen's pride and the main attraction of their country are Akhaltekin horses - the best horses in the world. ※ The national symbol represents symbol of a country and people of a country which are based on national traditions and political, social and cultural views. In this regard, the national flag and emblem of Turkmenistan show all symbols on the state of Turkmenistan and Turkmen people well. Especially Akhaltekin horse in the coat of arms represents the ‘pride of Turkmens’. Akhalteke horse as ‘spiritual value’ is a source of pride for the Turkmen people. In this sense, Akhaltekin as a spiritual guidance can help economic development and play an interaction role of Turkmenistan economy.

Economic Potential and Human Resources in Economic Development of Turkmenistan
Economic development means the process by which a nation improves the economic, political, and social well-being of the people. Economic potential refers to the total capacity of a nation to produce goods and services. Also economic growth is not sustainable without human development. Accordingly human resource is a vital factor of economic development or the agent of development. On February 17, 2017 at the official inauguration ceremony Gurbanguly Berdymuhamedov, President of Turkmenistan declared identified tasks for a new stage of the country’s development. President Berdymuhamedov in a speech stressed “Educated generation is the might of the Motherland”. Particularly he emphasized the development of human resources in his inauguration ceremony.
Geopolitically Turkmenistan is located at the crossroad on the New Silk Road, including a Eurasian Continental railroad bridge, a major highway and a pipeline network. New pipelines to China and TAPI (Turkmenistan–Afghanistan–Pakistan–India Pipeline) may take an interest in the global markets. Moreover “Silk Road Economic Belt” 2013 initiative by China will bring new cooperation with Asian countries. A country’s potential for economic development is greatly influenced by its endowments of physical and human resources. I’d like to pay a special attention to this point. Human resources play an important role in one country's economic development. Social factors as a ‘guiding spirit’ involve customs, traditions, values and beliefs, which contribute to economic development. Above all, 'mental reform' of rural community in the early process of the economic development is very important and training of youth in the village can play a pivotal role in the society's modernization. Economic potential of Turkmenistan has an advantage factor in population structure that consists of working age population over 60% among total population. Given in this regard, Turkmenistan's human resources have a great potential as a growth engine. In case Akhaltekin as a spiritual symbol of pride of Turkmen act as a force of uniting the youth and combining with the rural community, Turkmenistan's economy can develop and achieve the successful welfare state.
