인간자본(Human Capital)에 관한 카자흐스탄 국제회의

카자흐스탄은 자원이 부족한 우리에겐 부러운 나라다. 카자흐스탄이 소비에트연방으로부터 독립하고 개방을 추구하던 1990년대 초부터 한국은 양국 정상들간 상호방문을 통해 우의를 돈독히 해오고 있다. 그런 연유로 한국인에게 카자흐스탄은 단순히 ‘자원부국’, 특히 석유와 천연가스가 풍부한 나라로 잘 알려져 있다. 하지만 내가 카자흐스탄에 관심을 가졌던 관심은 “에너지 자원(energy resources)이 아니라 인간자원(human resources)”이었다.

‘한강의 기적(Miracle of the Han River)'을 달성하면서 전세계 개도국의 부러움을 사고 있는 한국이 성장의 후유증과 함께 겪고 있는 가장 큰 문제가 저출산, 고학력 실업, 복지, 빈부격차로 인한 서민경제의 악화 등이다. 특히 자원이 부족한 한국에서 인간자원의 역할은 매우 크다. 반값등록금 문제와 무상급식, 육아휴직 문제도 근원을 찾아가면 ‘인간자원의 개발’과 관계가 깊다.

비록 카자흐스탄이 뒤늦은 경제개발을 시작하긴 했지만, 인간의 질적인 삶(qualitative life)에 대한 가치를 우선순위에 두고 경제개발을 하고 있다는 점이 내 호기심 가운데 하나였다. 예를 들어 임신, 출산, 직장 및 여성의 육아를 위한 의무 사회보장조치를 도입하고, 출산한 자녀가 한 살이 될 때까지 출산휴가 및 보육휴가 기간에도 연기금을 지급하고 있다. 아울러 1살 이하의 유아가 있는 가구에게 지급되는 월 보육비도 자녀가 계속 태어나면 계속 추가지급하는 정책을 취하고 있다. 이 같은 정책에 힘입어 카자흐스탄에서는 신생아의 자연 증가현상이 지속되고 있다. 이쯤되니 부럽다하지 않을 수 없다.

이 정도의 단편적 지식만을 갖고 있던 내게 새해 벽두에 낭보가 날아왔다. 주한 카자흐스탄 대사로부터 인간자본에 관한 국제회의에 참석해달라는 전갈이었다. 처음엔 무척 망설였지만, 한국의 경험도 좋은 주제가 될 것이라는 판단에 주저없이 참가결정을 내리고 서둘러 수도인 Astana로 날아갔다.

컨퍼런스의 주제는 “카자흐스탄에서의 인간자본: 현상과 성장전망 (Human Capital in Kazakhstan: Status and Growth Prospects"에 관한 것이었으며, 카자흐스탄에서 존경받는 학자인 사가디에프(Kenzahegali Sagadiev) 교수의 75주년 생일기념과 함께 교육부 주최로 유라시아 국립대학(L. Gumilyov Eurasian National University)에서 2월 22일 개최되었다. 오전 세션에 이뤄진 내 발표는 “공동체발전에 있어서 인간자원의 역할에 관한 한국의 경험 (Korea's Experience on Human Resources Role un the Community Development)”였으며, 동시통역으로 이뤄진 회의에서 나는 1970년대 한국경제성장에 있어서 개발의지와 정신개혁 및 청년지도자들의 역할이 매우 중요했음을 강조했다.

오후에는 국내학자들을 중심으로 인간자본에 관한 카자흐스탄의 경험과 전망에 관한 세미나가 진행되었다. 이 세미나에서 나는 카자흐스탄에서 학문과 학자의 중요성을 다시 느낄 수 있었다. 세미나 후 사가디에프 교수의 75주년을 기념하는 대통령, 장관을 비롯한 고위층의 선물이 이어졌고, 동료와 제자들로부터 화환과 선물도 줄을 이었다. 행사는 이것으로 끝나지 않고, 자리를 옮겨 대리석으로 우아하게 잘 지어진 러시아풍의 영빈관(Saltanat Saray)에서 밤늦은 자정까지 이어졌다. 정말 학자가 대접받고 존경받는 나라가 카자흐스탄이라는 사실을 쉽게 간파할 수 있었다. 정말 부럽고 존경스러웠다.

시간이 흐르면서 이 회의에 참가하길 정말 잘했다는 생각을 하며, 나를 초대해준 많은 이들에게 다시 고마움을 느낀다. 특히 일면식도 없는 나에게 친히 초청장을 보내준 H.E. Murat Orunkhanov 교육부 차관과 그 서신을 세밀한 설명과 함께 전해준 Z. Murzalin 대리대사와 Daniyar T. 상무관 및 영사에게 고마움을 표한다. 아울러 짧은 시간에도 세심한 배려로 귀국까지 잘 도와준 Dr. Meruert Narenova와 Timur Shalabayev와 옆에서 줄곧 통역을 도와준 아이구양에게 고마움을 표한다. 더욱이 이 자리를 빌어 사가디에프(K.Sagadiev) 교수의 놀라운 학문적 업적에 다한 번 찬사를 보내며, 더욱 왕성한 혈기와 건강으로 카자흐스탄 경제발전에 기여할 것을 기원한다.

카자흐스탄(Kazakhstan)의 일반개황

카자흐스탄은 1991 12 16일 소련으로부터 독립을 선언하고 1992 3월 독립국가연합에 가입한 나라로 세계에서 9번째로 큰 나라이자, 가장 큰 내륙국이다. 한반도의 13배에 달하는 커다란 영토를 갖고 있는 카자흐스탄은 북쪽으로 러시아, 동쪽으로는 중국 및 몽골, 남쪽으로는 투르크메니스탄, 우즈베키스탄, 키르키즈스탄과 국경을 접하고 있다. 영토의 대부분은 중앙아시아에 속하지만 카스피해에 접한 우랄산맥 서쪽 땅은 동유럽에 속한다.

광대한 평원국으로 기후는 대륙성으로 건조하며 초원과 사막이 매우 넓다. 초원이 카자흐스탄 전체 면적의 3/1을 차지하며 세계에서 가장 큰 초원지대이다. 주요 강과 호수로는 아랄해, 발카쉬 호수, 우랄강, 시르다랴강 등이 있다.

누르술탄 나자르바예프 대통령은 1991년 카자흐스탄의 독립이후 2007년 대통령 중임제한을 철폐하여 현재까지 집권하고 있다.

카자흐스탄은 제조업보다는 수출의 90% 이상을 세계 9위의 매장량을 갖고 있는 원유와 천연가스 등 천연자원에 의존하고 있다. 현재 GDP1인당 8,000달러 정도다. 천연자원 개발 등으로 경제가 급성장하고 있다. 카자흐스탄은 중앙아시아 국가들 중에서 가장 경제발전이 기대되는 국가로 손꼽힌다.

 카자흐스탄에서 인간자본과 성장요인

Human Capital and Factors of its Growth in Kazakhstan*

In modern society, a person becomes not only a goal but also a resources for social and economic development. This resource is increasing in significance among other factors of development -human capital as an object of investment is becoming more essential than basic capital and technology. Thus, human capital is a basis and foundation of innovative economy and societal knowledge, which are being developed in our contemporary world, including Kazakhstan. Such an understanding is growing strongly in the whole world and there is a consistent turn of policy towards comprehensive consolidation and accumulation of human potential. In short, human capital is becoming the core, the main axis, around which the majority of other factors of modern economic transformation are circulating(K.Sagadiev, 2013: 1).

Social and cultural capital can also be fairly referred to as the factors influencing human capital in the country. Traditional values of a society within the framework of transition to a market economy are exposed to certain erosion, with values of self-expression and secular-rational values are growing, which to some extent, can influence on the growth of human potential. But such specific cultural features of the people as unwillingness to follow the laws and regulations, the lack of a "production culture", intertia, autocratic leadership style can negatively affect the level of human capital of the nation. Therefore it is necessary to pay attention to the above factors, and take purposeful actions in order for these activities to work on the actual of human potential(ibid.: 20).

Human capital exceeds the level of physical capital in OECD countries from 2 to 7 times. This excess in Kazakhstan in 2007 was 7.4 times and in 2011 -8.8 times. The growth in 2011 was due to serious efforts (increase in funding) taken by Kazakhstan to promote education, health and living standards.

In addition, there are two more significant comparisons. In 2011, OECD has conducted a study of competitiveness potential of Central Asia countries, where it noted that human capital central Asia is less developed than it should be and should be developed to achieve the objectives of increasing competitiveness and productivity growth.

The main factors influencing on growth of human capital reserves are the rise in the educational level of population and aging. Those countries where the effect of the first factor dominates the second have a positive trend of human capital reserves. Kazakhstan, with 29 years of average population age, can count on a positive trend(ibid.: 23).
