그린북 후원 제1차 트리폴리 국제회의

그러나 틈틈이 이와 관련된 논문들을 국내학회에 발표하면서, 당시 주한 리비아 대사관 부대사였던 알-자디(Al-Jadi)의 도움으로 리비아에 관한 책자발간 및 그린북 협회에 관한 프로젝트를 완성하였다. 그 와중에 설상가상으로 리비아대사관이 철수하고 그도 함께 귀국하였다. 그런 세월이 또 다시 2-3년 흐르고 지난해 Sirte에서 후원협회 모임에 초청장을 받긴 했지만, 이런저런 연유로 참가가 좌절되었다. 반신반의(半信半疑)는 하였지만, 그런 연유로 이번 방문은 정말 가슴 설레는 일이었고 기대 또한 컸다.

아무튼 리비아는 쉽게 문을 열어주지 않았다. 여권에 아랍어 번역을 하지 않았다는 이유로 두바이에서 일행들과 떨어져 천신만고의 노력 끝에 하루 늦게 트리폴리에 도착하였다. 이번 방문은 내게 큰 교훈(敎訓)을 안겨주었다. 중동방문의 경우, 출국 전에 모든 자질구레한 일도 꼼꼼히 챙겨야 한다는 것이 그것이다. 어쨌든 10년만에 도착한 트리폴리 하늘은 형형색색의 아름다운 구름예술을 연출하며 나를 반겼고, 겨울이 시작되는 초입이라 비가 내리긴 했지만 체류기간동안에는 비교적 날씨도 좋았다.

과거 의회로 사용되던 건물이 ‘인민광장’으로 변했다는 회의장에서 계속된 회의에는 전세계에서 모인 1,000여명은 족히 돼 보이는 참석자들이 진지하게 회의에 임하고 있었다. 과거 모임 때 만난 친구들과 재회(再會)하고 덕담을 나누다 보니 그토록 멀게만 느껴지고 어색하던 리비아가 다시 가깝게 다가왔다.

이튿날! 전혀 상상도 못했던 행운(幸運)이 찾아들었다. 그저 언론이나 신문에서 사진으로 대했던 리비아 지도자 무암마르 알-까다피(Colonel Muammar Al-Qadhafi) 직접 만나는 영광을 가졌다. 지도자 궁(宮)에서 그것도 1시간 반 정도 이어진 긴 연설은 잠시도 그에게서 눈을 떼지 못할 정도로 나를 매료시켰다. 이태리 통치시절의 아픔과 그 후 독립과정으로 시작된 그의 연설은 "그린북은 과거요, 현재요 미래(The Green Book is the past, the present and the future)"라는 말로 그동안 나의 인식을 뒤바꿔놓았다. 그저 언론에서 헛소리정도로 일축하는 그의 언행에 익숙하던 터라 쓸데없는 군말정도가 많겠지 하는 정도의 기대로 경청하고 있었다. 시간이 흐름에 따라 나의 관심대상인 지난해 국제금융위기를 설명하며, 부동산 거품이 은행만 살찌우고 미국의 국민들에게는 부채만 안겨 준 사건이며 그로 인해 많은 근로자들이 고통받고 있다고 설명하며 고용주와 파트너(partner) 관계에 있는 그림북 사상을 언급하면서 유일한 해결책은 그린북에서 찾아야 한다고 설파할 때, 그의 해박한 경제지식에 다시 한번 놀랐다.

까다피 지도자의 강연이 끝난 후, 각국에서 온 참석자들은 곧바로 대륙별로 나뉘어 분과회의를 하며, 그의 그림북 사상을 더 연구하고 보급할 것을 강조하였다. 비록 짧은 여정이었지만, 그린북 사상에 깊은 관심을 갖고 있었던 내게 있어서는 정말 의미있는 회의였다. 잠시나마 정들었던 외국 친구들과 아쉬운 작별을 고하고 공항으로 향하는 발걸음은 입국할 때보다도 더 무거운 중량감을 느끼게 했다.

리비아(Libya)의 일반개황

리비아가 WMD 포기를 선언함에 따라 미국은 2004년 4월 23일 리비아에 1986년 부여했던 경제제재 조치를 18년만에 완화했다. 이에 따라 미국의 석유회사들은 리바아 석유 수입 및 생산 투자에 나설 수  있게 됨으로써 리비아산 석유 수입이 전면 재개되는 등 미국과 리비아간  경제교류와 무역이 활기를 띠게 됐다. 한국은 대수로공사를 성공적으로 시공한 바 있고, 한국에 대한 이미지가  좋기에 진출여건에 좋은 국가이다.

Green Book Conference

그린북 후원협회 창립총회에서 행한 까다피의 축하연설

지도자 까다피는 2009년 4월 12일 그린북후원협회 창립총회에서 축하연설을 하였다. 아래에 소개되는 원문은 그 당시 행한 연설중 중요한 부분을 발췌한 내용이다.

Highlights of the speech of the Leader of the revolution, the thinker Muammar al-Gathafi in the World Green Book Supporters Society's Inaugural meeting.  (Held in Sirte on 12th April 2009)

The first general (congress) of the society began as the Leader arrived. In the begging of his speech, the leader saluted all the university staff members who were interested in this cause and agreed to form this society to fill the gap of not having a framework to bring them together.

The Leader pointed to the challenges that will face the Society because the voice that is loud in the world today is the noise of hustle and bustle.

The Leader explained that what is current in the world is the talk about party system and whether elections are rigged or clean and dispute surrounding the right of election and the amendments of constitutions to extend the terms of presidents in office while the groups of intellectuals (intelligentsia) in the traditional societies are using the people as instruments to serve their interests, while people are not interested.

In this way the parliament is going in one direction as the people move in another. The people go on marches and express their demand in those societies where they are deprived of the authority,

The Leader mentioned the unrest that the world is witnessing through establishing parliaments only to abolish them. He stressed that political parties are but political offices composed of a leadership from certain elements while the rest of people are excluded from membership; even in Britain and America where there are powerful parties.

The Leader also stressed that what created the crisis between the instrument of governing and the governed in the world and created popular anger, marches and sit-ins, the orange revolution, the red revolution and the revolution of today which falsely pretend that they are capable of achieving people's needs of peace, pretended expressing these needs in lieu of the people.

He drew attention to the fact that the voice of the Third Universal Theory, the right voice, is inaudible in the middle of noise of confused voices current in today's troubled and unstable world which may lead the unenlightened people to follow such noise.

The Leader explained that if there are people who rally struggle in the world in order to establish the authority of the people to govern themselves, to achieve their aspirations and dreams and form themselves into popular congress and people's committees, then these people deserve to be respected and saluted.

The Leader added in his speech that this Society will find many supporters in the world who did not find in the past those who would take and explain the Green Book to them.

The Leader stressed that one of the tasks of the tasks of the Society here inside the country is to build the real revolutionary teacher to train students on the popular democracy in the educational institutions and for the members of the Society themselves to be revolutionary teachers on the level of universities and other educational institutions.

The Leader also stressed that cultural Centers both at home and abroad should be changed to enable them to perform cultural and intellectual tasks.

We welcome you all the time when you force with the might of those martyrs the colonizer to apologize.

We welcome you the inspired thinker on this historical day that is witnessing the birth of the world Green Book Supporters … the supporters of the pioneering Green Book, the light of which has reached far and wide and with expectations for which heads were tumed.

May God raise you high as the beacon of guidance.

May God preserve you like a rising glory on the horizon.

Leader … We receive you and invite you to direct us, advise us, guide us and command us, because what we offer is only your working effort.

Forward we-march.

Our struggle beside you, with you and behind you is continuously for ever, with God's will.
